Abstract
This research was conducted with the aim of designing a public policy-making model based on national social capital in line with the Iranian-Islamic model of progress. Given the importance of social capital as a soft resource in governance and the necessity of adapting policy-making processes to indigenous requirements, this study seeks to provide a model for linking the components of social capital with the policy-making system. The core problem is the reduction in policy efficiency resulting from weak public trust, participation, and national cohesion; therefore, designing an indigenous model is considered an essential necessity.This research is applied in terms of objective and qualitative in terms of approach. Data were collected through semi-structured interviews with experts in policy-making and public administration and analyzed using thematic analysis. The findings revealed that this model consists of dimensions such as public trust, social participation, collective identity, cohesion, political legitimacy, institutional accountability, justice-orientation, and the people-centered nature of the decision-making system. Moreover, the results indicated that within the Iranian-Islamic model of progress, social capital serves as a strategic capacity for enhancing the effectiveness and sustainability of public policies.Ultimately, the proposed model demonstrates that the success of public policies depends on strengthening mutual trust between the government and the public, broadening informed participation, and institutionalizing Iranian-Islamic values. This model can be utilized by policy-makers as an indigenous framework to improve the quality of public governance and achieve the goals of progress.
