Designing a Model for the Dimensions of Competency‑Based Managerial Governance: A Smart Administrative System Approach

Abstract
This research endeavors to design a model of competency-based managerial governance dimensions, adopting an approach of administrative system smartification. The research employed a descriptive-exploratory qualitative method using meta-synthesis, and a descriptive-survey quantitative method utilizing Interpretive Structural Modeling (ISM). For the qualitative meta-synthesis, the statistical population consisted of 415 articles on competency-based managerial governance and smart organizations, from which 45 were selected as the sample based on the Sandelowski and Barroso method. Additionally, 15 out of 20 selected experts participated in focus groups to discuss the model’s dimensions. In the quantitative phase, 15 experts responded to questionnaire items and self-interaction matrices for ISM. Meta-synthesis results identified 38 components within 125 indicators. Through focus group discussions, these were refined into 20 components, further categorized into 10 dimensions: Process Governance, Structural and Organizational Governance, Managerial Governance, Ethical Governance, Economic and Social Governance, Legal and Regulatory Governance, Benevolent Behavior Governance, Technology and Expertise-Oriented Governance, and Political Governance. Finally, the proposed model was designed using ISM, and the nature of the variables was determined.
