Abstract
The purpose of this study is to hierarchically structure a model for formulating public policies for employees in organizations based on social capital. In terms of its objective, this research is fundamental-applied, and in terms of implementation, it adopts a qualitative methodology. The statistical population consisted of 15 university professors, experts in public policy-making, social capital, and the Iranian-Islamic model of progress, as well as employees and specialists from the 22 districts of Tehran Municipality, selected via purposive sampling. Data collection tools included semi-structured interviews and pairwise comparison questionnaires (ISM). Data were analyzed using thematic analysis via MAXQDA software, while Interpretive Structural Modeling (ISM) and MICMAC software were employed to evaluate the interactions and influences among variables. The results yielded 225 initial codes, 45 axial codes, and 6 main themes: trust and legitimacy in the policy-making process, networks and information flow in policy-making, citizen participation and participatory governance, norms, values, and policy-making ethics, justice, human dignity, and intermediary institutions, and indigenous knowledge, resilience, identity, and social capital conversion. The results of determining the relationships and hierarchy of the dimensions and main themes using Interpretive Structural Modeling (ISM) indicate that trust and legitimacy in the policy-making process, citizen participation and participatory governance, justice, human dignity, and intermediary institutions, and indigenous knowledge, resilience, identity, and social capital conversion are positioned at the first level, whereas networks and information flow in policy-making and norms, values, and policy-making ethics are placed at the second level.
